Just a suggestion, but I believe that the best early date for potato planting would be spot on for Good Friday, if the conditions allow for your locality.
The Moon will be transiting the sign of Scorpio then, and all day March 29, and through the 30th. It is right after the Full Moon, which would make it perfect for vegetables growing below the surface of the earth.
The Moon going through the Water Signs are the best for planting. That, combined with the waning Moon, make this the best time for potatoes, or vegetables below the ground. There will be other times that are upcoming, if it is too cold and frozen for your area. There is another time, when the Moon goes through the sign of Pisces, which is another Water Sign. That is about 10 days from the above...on April 6 through the 8th, for another good chance, but maybe not quite as good. The Moon will be travelling through Pisces then, another Water Sign. After that, it might be best to wait, but, use your own judgement. The Moon will be in Cancer, on April 16 and 17, but it is better to start seeds then, not plant potatoes or what grows below the ground.
well with all the snow that is around and not much warm weather in the near future I'm thinking it will be towards the end of April before we will be planting Tatars.

If you have to wait awhile due to snow and cold weather, another great time will come up in a month, as far as going by the stars. That is on April 26, all day, again having the Moon in a water sign (Scorpio), and right after the Full Moon, benefiting planting under-ground crops. This also would be a great time to put already started plants into the ground, or making cuttings from plants that you want to root. It just depends on the conditions in your area, as far as cold and frozen ground, and so forth.
