It was only 1 quart jar (brand new) and I had an inch of water in the bottom of the canner. Perhaps too little water? I'm still learning, so I'm not sure about the water level in a pressure canner, I know in a hot water bath the jars need to be submerged....

John; it could be one of several things number one being a defective jar. To much head space with a too tight of a lid is another. Letting the steam off to quickly and opening the cooker to quickly will result in broken glass also; let it cool slowly without helping. The best advise I have is to follow the canning instructions to the tee.

I have canned for many years and these are issues I have ran into in the past. It really sucks to loose food during processing.

Many years of canning experience in my household. My wife is proud to say she has never broken a jar. I'll admit to one. Since the others in the load were ok, it was likely a bad jar in my and your case. If they all broke, go back a carefully follow the directions.
Chip or tiny crack and your can have a broken jar.
As histopicker said, let the cooker cool until all the pressure is released naturally and you should be good to go.
