My dad and I are going to Idaho next summer and we need to start getting everything together. We will be in the middle of nowhere...large population of cougars, wolves, bears, etc. We need an electric fence to deter the bears. Obviously, if they really want to get in...they will. But, we have to take all precautions necessary. Since we will be in the middle of nowhere, we can't charge anything. Has anyone ever heard of a solar powered electric fence for this propose? Thanks in advance.

Unless you don't care about bears at night, you will certainly need a battery operated fence. Plenty of those exist, with batteries allegedly lasting up to a week. There are certainly also solar chargers for batteries available, but those don't come cheap.
Sometimes car batteries can be used, though they tend to be designed to provide high peak power for a short duration, whereas and electric fence constant low power. Recharging them is a lot easier though

If your not in grizzly country and its just black bears around you shouldnt have a problem if you keep a clean campsite and cook away from sleeping area.
I wouldnt be packing an electric fence in unless I was grizzly counrty.
